Emergency Communications Operations Supervisor – Senior Supervisor (PSU2137)

Job Summary

The Emergency Communications Operations Supervisor oversees personnel engaged in 24/7 emergency communication responses across University Park and Commonwealth Campuses.

Representative Duties

  • Supervise personnel engaged in receiving, recording, responding to, relaying, and otherwise communicating emergency services information
  • Ensure dispatcher and other communications are efficiently facilitated and coordinated; confirm all relevant information is gathered, documented, and accurately transmitted to appropriate emergency personnel; monitor communications and assist as needed
  • Function as Terminal Agency Coordinator (TAC); ensure personnel follow protocols when accessing the Criminal Justice Information System (CJIS), Commonwealth Law Enforcement Assistance Network (CLEAN), Pennsylvania Justice Network (JNET), and National Crime Information Center (NCIC)
  • Oversee academic building lock/unlock schedules, residence hall card access systems, emergency equipment sign in/out, bike registration, student weapon registration, lost and found database, etc.
  • Prepare road condition reports and weather alerts; gather and relay information relevant to determining campus closures and delays
  • Conduct internal quality assurance audits; review and evaluate communication transmissions for investigative and training purposes
  • Ensure emergency communications equipment and systems are maintained and operational; notify manager of issues
  • Keep abreast of emergency response policies, procedures, and regulations; maintain familiarity with University property locations including remote farm areas; ensure personnel supervised are trained accordingly
  • Consult with and serve as Centre County 911 administration’s main point-of-contact
  • Develop, implement, and update training/quality assurance programs; create policies; improve and streamline work processes as needed
  • Hire, train, coach, supervise, and evaluate personnel; prepare schedules; assign overtime; communicate and enforce standards
  • Adhere to Collective Bargaining Agreement provisions; participate in grievance procedures, hearings, and arbitrations

Base Description:
– Supervises direct reports, but primarily completes activities, tasks, and/or projects of a functional nature.
Level Summary:
– Demonstrates comprehensive knowledge to perform own work; spends majority of time on tasks related to own job responsibilities. May demonstrate subject matter expertise. Demonstrates intermediate to advanced planning, organizing, directing, and facilitating skills. Demonstrates the ability to coach assigned employees. Assigns and reviews completed work to verify accuracy, quality, and adherence to professional standards. Trains, coaches, mentors, and motivates staff. Supervisory Responsibilities:
– Typically oversees at least 2 full–time direct reports or equivalent team of part–time and/or student workers (for Professional track, performs work at the Senior Professional level or higher)
Fiscal Responsibilities:
– May validate and pay invoices
– Monitors and tracks budgets for specific area and/or grant(s)
– May assist in planning and forecasting budgets

Salary Structure
  • Comp Grade – 12
  • Minimum – $76,700.00
  • MidPoint – $95,900.00
  • Maximum – $115,100.00
