Job Summary

The Airport Operations Manager oversees all operational, financial, and administrative aspects of the University Park Airport and Penn State Aviation Center. Responsibilities include ensuring a safe environment for personnel and aircraft operations; planning, forecasting and administering multiple operating budgets and cost centers; managing economic development of airport and aviation center property, facilities, and services; ensuring regulatory and policy requirement compliance; supervising and developing personnel.

Representative Duties

  • Oversee all airport and aviation center operations; ensure safe environment for personnel and aircraft operations; direct and coordinate runway, taxiway, aircraft, facility, and grounds maintenance, repair, construction, etc.; implement corrective action plans as needed
  • Forecast, develop, and administer multiple operating budgets and cost centers; ensure fiscal responsibility; identify and implement cost containment; develop new and maximize existing revenue sources; monitor efficiency and productivity; manage financial reports
  • Lead capital project initiatives; conduct studies; identify needs and requirements; pursue and administer grants
  • Negotiate contracts and agreements; establish services, rates, and changes with airlines, charter operations, tenants, suppliers, etc.
  • Liaise with airline representatives to enhance services such as new destinations, increased flight frequency, improved flight schedules
  • Develop and maintain relationships with funding agencies, Centre County Airport Authority, local municipal leaders, community members; prepare and present airport information for municipal approvals or general public information
  • Keep abreast of regulatory requirement changes; develop operational changes, policies, and procedures; manage compliance including licensing, certifications, training, airfield conditions, etc.
  • Hire, train, coach, supervise, schedule, and evaluate employees; plan and coordinate professional development opportunities; adhere to Collective Bargaining Agreement provisions; participate in grievance/arbitration proceedings

Salary Structure
  • Comp Grade – 14
  • Minimum – $97,100.00
  • MidPoint – $121,400.00
  • Maximum – $145,700.00
