Job Summary and Representative Duties
The Facilities Engineering Institute Manager provides leadership and operational oversight for a Penn State Facilities Engineering Institute (PSFEI) service program responsible for delivering facility assessment, planning, energy procurement and management, adult educational and training programs, and engineering advisory services to public-sector clients; directs client relationships, contract administration, technical operations, staff, and resources to ensure the successful delivery of complex programs and projects; leads the development of innovative services, standardized practices, and long-range initiatives that enhance organizational performance and advance programmatic strategic objectives.
- Oversee the strategic and operational direction of PSFEI, or a PSFEI service division; establish priorities, align services with organizational objectives, and oversee the delivery of services for multiple public sector clients
- Serve as principal investigator for all grants and agreements for PSFEI; ensure accountability for compliance with University policies, standards, contract clauses; prepare budgets including authorization forms, justifications, and proposals; approve effort certifications; coordinate with Office of Engineering Research Administration and Office of Sponsored Programs
- Direct contract administration and client service delivery for complex, multi-year service agreements; develop and oversee contract interpretation, scope management, project priorities, resource allocations, schedules, budgets, deliverables, and quality assurance to ensure contractual compliance and exceptional client service; negotiate scope and cost with clients
- Serve as the principal liaison with client organizations; cultivate collaborative partnerships with executive leadership, facility managers, engineers, and stakeholders; evaluate client needs, recommend technical solutions, negotiate expanded services, and ensure responsive communication throughout project execution; propose new service offerings to meet emerging needs
- Provide technical expertise related to all aspects of facility management; oversee assessments, investigations, evaluations, deficiency analyses, predictive maintenance analysis, preventative maintenance and testing, construction cost estimating, and planning recommendations that support the client's operational, business, and investment decisions; communicate these efforts through reports and presentations; ensure compliance with applicable laws, codes, and standards
- Lead the planning, implementation, and continuous improvement of facility methodologies, engineering standards, reporting protocols, quality assurance processes, safety procedures, and technology solutions that promote consistency, efficiency, and service excellence
- Direct strategic initiatives that advance facility services, including the development of building standards, assessment tools and technology, performance-based maintenance strategies, process improvements, and other innovative solutions that improve operational effectiveness and long-range asset management
- Partner with organizational leadership to identify opportunities for program growth, expand client services, and implement initiatives that strengthen organizational performance and expand program capabilities, reach, and impact
- Collaborate with engineering, energy, education, and other organizational service areas to develop integrated solutions that address complex client needs and maximize the value of organizational resources and expertise
- Develop and manage program budgets, staffing plans, and resource allocations; monitor expenditures, project performance, workforce utilization, and financial metrics to ensure fiscal stewardship and achievement of operational objectives
- Lead and develop professional engineering and technical staff, including hiring, workforce planning, performance management, coaching, and professional development; establish performance expectations and foster a culture of technical excellence, accountability, collaboration, and continuous improvement
- Monitor emerging trends, technologies, engineering practices, building systems, and regulatory requirements related to all aspects of facility management; evaluate opportunities to improve services, increase operational efficiency, achieve compliance and strengthen client outcomes
