Time and Attendance Manager – Manager (PSU2563)
Job Summary and Representative Duties
The Time and Attendance Manager leads the strategic direction, oversight, and continuous improvement of timekeeping functions; ensures compliance with institutional policies and collective bargaining agreements; manages complex time and attendance scenarios to ensure accurate pay; ensures efficient and consistent administrative practices across the University; drives operational excellence through cross-functional collaboration, data-driven decision-making, and leadership.
- Manage and continuously improve administrative processes related to time entry, absence tracking, and payroll integration
- Ensure compliance with University Payroll policies and collective bargaining agreements
- Oversee the accurate application of leave, overtime, and special pay codes; validate and approve complex time and attendance transactions using University systems to ensure accurate billing practices and payroll outcomes
- Partner with Human Resources, Information Technology, and unit leadership to consistently seek improved processes while monitoring and resolving payroll integration issues, ensuring alignment between multiple systems
- Interpret and enforce time and attendance policies
- Develop and deliver training and communication materials for employees and managers on time entry and administrative procedures
- Lead unit-wide initiatives to enhance timekeeping efficiency and accuracy; develop, assess, and execute implementation of plans
- Monitor and manage an operating budget consisting of position management, operating budget allocation, and expenditures; approve expenditures in line with strategic needs and budget constraints; forecast needs and balance with allocated operating budget to ensure successful fiscal year-end outcomes; analyze financial data to identify trends, discrepancies, and opportunities for cost optimization
- Lead and develop a team of Time and Attendance staff; oversee hiring, training, professional development, and performance management
- Set priorities, assign responsibilities, and ensure timely and accurate execution of timekeeping and payroll-related tasks
- Serve as a subject matter expert and escalation point for complex time entry (and resulting billing and payroll issues)
- Represent the Department with both internal and external stakeholders and strategically foster relationships
- Provide input into the unit's strategic plan and long-term initiatives; identify growth opportunities

Salary Structure
- Comp Grade – 8
- Minimum – $51,000.00
- MidPoint – $62,500.00
- Maximum – $74,000.00
