Job Summary and Representative Duties
The Time and Attendance Manager provides leadership and University-wide oversight of timekeeping, attendance, and administrative support services; responsible for ensuring accurate payroll and billing outcomes, compliance with institutional policies and collective bargaining agreements, and the consistent delivery of efficient administrative practices across multiple campuses; leads the design, implementation, and continuous improvement of standardized timekeeping and administrative processes; drives operational excellence through cross-functional collaboration and data-informed decision-making; ensures strong internal controls and risk mitigation; serves as the primary subject matter expert and escalation point for complex time, attendance, labor charging, and payroll-related issues.
- Provide operational oversight of timekeeping, absence tracking, payroll integration processes, and administrative support services
- Develop, implement, and continuously improve standardized administrative and timekeeping practices across multiple campuses
- Ensure accuracy, consistency, and compliance in time entry, approval workflows, and payroll processing
- Establish priorities, workflows, and service delivery expectations to optimize efficiency and effectiveness
- Ensure compliance with University policies, procedures, and collective bargaining agreements
- Interpret and enforce timekeeping, payroll, and labor-related policies and contract provisions; partner with Human Resources to address issues and implement corrective actions
- Support audits, reviews, and regulatory requirements with accurate documentation and analysis
- Oversee timecard and timeclock processes to ensure accurate and timely payroll outcomes
- Ensure accurate labor distribution and billing generated from time and attendance data
- Monitor, validate, and resolve discrepancies related to labor charging and billing
- Serve as escalation point for complex timekeeping, payroll, and billing issues
- Oversee data collection, analysis, and reporting for operational, compliance, and financial decision-making
- Identify trends, inefficiencies, and risks; implement process improvements and standardization initiatives
- Develop and deliver training, communication, and documentation to support consistent practices
- Develop, manage, and monitor departmental operating budget, including forecasting and expenditure tracking
- Analyze financial data to identify variances, trends, and cost optimization opportunities; ensure alignment with financial policies, internal controls, and reporting requirements
- Lead, hire, train, and develop Time and Attendance and Administrative Support staff; set performance expectations, assign responsibilities, and ensure accountability

Salary Structure
- Comp Grade – 10
- Minimum – $61,800.00
- MidPoint – $75,700.00
- Maximum – $89,600.00
